Learning Outcomes Objectives

Upon completion of this assignment, students should be able to:

  1. Describe the latest TVET ecosystem in Malaysia that can influence education and training performances in Human Resource Management.
  2. Explain the importance of Public–Private Partnership and skills development in the TVET system.
  3. Discuss types of workplace training practices related to TVET.

Assignment Background & Context

Technical and Vocational Education and Training (TVET) is a game changer for Malaysia in its aspiration to become a developed country. The government has established new governance structures to coordinate and monitor TVET progression and the overall ecosystem.

Task Focus

Your group is required to analyse the Malaysian TVET ecosystem, related governance agencies, standards, accreditation mechanisms, and workplace training practices that support education and training performance in Human Resource Management.

Main Tasks

  1. Explain the new agency mandated by the Malaysian Government to improve the coordination of the country’s TVET ecosystem.
  2. Discuss standards and accreditation for TVET programmes in Malaysia by giving specific Acts and policies related to education and training.
  3. Discuss education and training programmes offered by public TVET providers from:
    1. Ministry of Higher Education (MOHE)
    2. Ministry of Human Resources (MOHR)
    3. Ministry of Rural and Regional Development (KKDW)
  4. Many interventions have been introduced to improve the quality of education and training in Malaysia. Based on this:
    1. Explain the concept and significance of Public–Private Partnership (PPP) for TVET in Malaysia by describing the roles and functions of institutions and industry.
    2. Explain the structure of the National Dual Training System (NDTS), coordinated by the Ministry of Human Resources for education and training in Malaysia.
    3. Discuss the roles of mentoring/coaching, job rotation/enrichment, and continuous learning programmes to improve NDTS implementation.

Formatting & Submission Requirements

  • Minimum of 10 pages for the assignment report.
  • Minimum of 10 references (relevant and current sources).
  • Answers must be clearly related to the real practice of TVET human resource management in Malaysia.
  • Attach Turnitin report (similarity index less than 30%) together with the assignment during submission.
