• Describe the multi-ministry governance structure.

• Explain the role of MTVET (National TVET Council).

• Compare strengths and weaknesses of this governance model.

3. Training Development Organisations (TDOs)

• Explain the functions of DSD/JPK, MQA, HRD Corp, and Industry Lead Bodies.

• Discuss how TDOs influence curriculum, quality and certification.

4. Management System in TVET Institutions

• Analyse institutional management, quality assurance, and industrial collaboration practices.

5. Public vs Private TVET Institutions

• Compare both in terms of:

  • Funding

  • Autonomy

  • Industry collaboration

  • Programme diversity

6. Policy Implementation & Monitoring

• Identify at least 3 challenges in implementing TVET policies.

• Propose realistic strategies to improve monitoring and policy execution.

Title: TVET Governance Case Study: Policy Implementation at National & Institutional Level

Task Description:

In groups of 4–5, students must examine a real TVET institution in Malaysia (public or private) and analyse how Module 3 concepts are implemented.

Each group must prepare:

• 1 presentation (10–12 minutes)

• 1 poster/infographic (A3 or digital)

Your analysis must include:

1. Institutional Profile

• Name, ministry/agency

• Type of programmes offered

• Target learners

2. Policy Application

Explain how national TVET policies are applied in the institution (e.g., MTVET directives, 4IR, NSDP, WBL).

3. Governance and Management Structure

• Organisational chart

• Roles of top management

• Training management system (curriculum, assessment, workshop management)

4. Training Development Organisations (TDOs)

Identify which TDOs regulate the institution (e.g., MQA, JPK, HRD Corp) and how they influence quality assurance.

5. Public vs Private Characteristics

Explain whether the institution functions differently from others in its category.

6. Monitoring & Policy Compliance
