Module 4 — Integrated Overview
Module 4 positions youth not as “deficient learners” but as individuals in transition — from schooling or disengagement into skilled work. The module emphasises that effective youth TVET requires system design, not isolated interventions. Competency-based training, work exposure, motivation routines, digital/blended supports, and inclusive services must operate as one ecosystem.
Core message: Youth succeed in TVET when structure is high, support is visible,
assessment is fair, and identity as a worker is intentionally built.
