Malaysian TVET Framework

This assessment for Weeks 3–4 focuses on students’ understanding of the Malaysian TVET Framework, including the Malaysian Qualifications Framework (MQF), levels of TVET qualifications, skills certification, APEL, and alignment with national and global trends.

The assessment consists of three components:

Students will complete an online quiz consisting of 10 multiple choice questions.
The quiz is designed to test:

  • Understanding of the purpose and structure of MQF

  • Knowledge of TVET qualification levels in Malaysia

  • Awareness of skills certification and the role of key agencies

  • Basic understanding of APEL and its functions

  • Familiarity with IR 4.0 and global TVET trends

This quiz serves as a formative assessment to reinforce key concepts taught in Weeks 3–4.

Students will answer five short essay questions to demonstrate higher-order thinking, analysis and reflection related to the Malaysian TVET framework.

  • Sample short essay questions:
  • Explain how the Malaysian Qualifications Framework (MQF) supports the quality and consistency of TVET programmes in Malaysia.

  • Discuss the importance of skills certification (e.g., SKM) to employers and industry partners.

  • Compare APEL A, APEL C and APEL Q, and explain how each benefits adult learners and lifelong learning.

  • Analyse the challenges Malaysia faces in implementing a unified national TVET framework across multiple ministries and agencies.

  • Evaluate how Malaysia can align its TVET system with global trends (such as IR 4.0 and digital transformation) to prepare a future-ready workforce.

These questions encourage students to link theory to practice and to critically evaluate current TVET policies and structures.

Mapping Malaysia’s TVET Framework Against Global Standards

Description:
In small groups, students will compare Malaysia’s TVET framework with selected international models and propose recommendations for improvement.

Task Requirements:

  • Form a group of 4–5 students.

  • Prepare a 6–8 slide PowerPoint presentation that includes:

    • A brief overview of the Malaysian TVET framework (MQF, skills certification, APEL).

    • A comparison between:

      • MQF and an international qualification framework (e.g., the German Dual System or AQF).

      • Malaysian Skills Certification and another country’s vocational education system.

      • APEL and Recognition of Prior Learning (RPL) practices in another country.

    • Identification of strengths, gaps and opportunities for Malaysia.

    • Practical recommendations to enhance Malaysia’s TVET framework in line with global best practices.

  • Each group will deliver a 10-minute presentation, followed by a short Q&A session.

  • All group members must actively participate in both the preparation and presentation.
