CBET – Competency-Based Education and Training
CBET is an educational and training approach that emphasizes the mastery of competencies rather than the time spent in class. Learners must demonstrate specific skills, knowledge, and attitudes to be certified as competent. CBET is widely applied in TVET, workforce development, industry training, and certification because it ensures graduates can perform real-world tasks effectively.
CBET MODEL (English)
The CBET Model consists of six core stages:
1. Competency Needs Analysis
• Identify industry-required skills
• Based on occupational standards, NOSS/SKK, job analysis
2. Development of Competency Standards
• Define skills, knowledge, attitudes, and performance levels
• Produce Competency Units and Performance Criteria
3. Competency-Based Curriculum Development
• Structure learning based on Units of Competency
• Each unit includes measurable learning outcomes
4. Competency-Based Delivery
• Flexible, personalised, mastery-based learning
• Practical training, simulation, work tasks
5. Competency-Based Assessment
• Performance and task-based assessments
• Learners are certified only when meeting required standards
6. Competency Certification
• Certification based on “Competent” or “Not Yet Competent”
• Industry-recognised qualification
EXAMPLES OF CBET IN MALAYSIA’S TVET SYSTEM
Here are five real CBET applications in Malaysian TVET:
1. National Occupational Skills Standard (NOSS)
• SKM programs are built on Competency Units (CU) and Performance Criteria
• Assessment is entirely practical
• Example: Automotive Technician Level 3 (TA-010-3:2012)
2. Skills Training in ILJTM, KV, and GIATMARA
• Training follows specific Competency Units
• Assessment via task demonstration, oral questioning, and portfolio
• Result: C / NYC
3. Outcome-Based / Competency-Based Diplomas
• KV Malaysia uses skill-based modules
• Students must demonstrate mastery before progressing
